A form of discrimination that occurs when A engages in unwanted conduct that has the purpose or effect of violating B’s dignity or creating an intimidating, hostile, degrading, humiliating or offensive environment for B. Whether the conduct has that effect is judged subjectively from B’s viewpoint, subject to a test of reasonableness. Such conduct will constitute harassment where it is on grounds of B’s age, sex, gender reassignment status or disability, or on grounds of race, ethnic or national origins, religion or belief, or sexual orientation, or where the conduct is of a sexual nature. Conduct that does not meet the definition of harassment may in some cases amount to a form of direct discrimination.
